TIS RFP Update

The Telecommunications and Internet Services (TIS) RFP was released on December 15, 2004, and distributed to all telecommunications / Internet service providers who requested the RFP. MSC hosted a Pre-Proposal Conference Call on December 20 th to discuss the requirements of the RFP and address questions presented by interested vendors. The initial RFP due date was extended until February 25, 2005 allowing vendors additional time to complete their proposal responses.

In early March, the Evaluation Committee met for a week in San Diego, which was dedicated to reading, evaluating and scoring vendor proposal responses. Since that time, MSC has conducted customer reference confirmations, financial verifications, and costs analysis as well as tallying vendor scores for the various phases of the evaluation process. Once this process is complete, the committee will meet via a conference call to review and discuss the data, determine whether vendor oral presentations will be requested, and whether vendors will be offered an opportunity to submit a Best and Final Offer (BAFO) and the guidelines for a BAFO submission. As the process moves through the final evaluation phase, the committee will rank the vendors based on their proposal offerings, and make award recommendations that will be delivered to the MiCTA and ATAlliance Boards for review and approval. With Board approval of these recommendations, MSC will enter into contract negotiations with vendors. All executed agreements will be announced to the membership via the MiCTA website and ListServ, and through announcements by the each individual ATAlliance compact to their respective members. MiCTA and ATAlliance Releases Telecommunication and Internet Services RFP

(12-15-04) MiCTA and the American TelEdCommunications Alliance (ATAlliance) announced the publication of the Telecommunication and Internet Services Request For Proposal. The purpose of the RFP is to generate standardized offers from carriers and/or reseller providers for TIS services, required equipment, and support services. The services being addressed include Traditional Telecommunications, VoIP Network / Carrier, IP Services, Wireless and Cellular, Managed Services, Last Mile Access, CATV Program Access, Global Positioning Systems, and Comprehensive Conferencing / FAX Solutions. Additionally, MiCTA Service Corporation has filed a nationwide Form 470 on behalf of all USF eligible Members under this RFP, which will cover years 2005, 2006, 2007, 2008, and 2009. Vendors are encouraged to submit proposal responses on any one or all of the services requested either on a national or regional basis as this process will be closed fro a minimum of three years upon award of the RFP initiative.
