| MiCTA and the ATAlliance have collaborated on two Request For Proposals to provide products and services eligible for e-rate funding under the Federal Universal Service Fund (USF) program. These RFP’s adhered to the strict rules of a state procurement process as well as addressing standard MiCTA membership requirements. Many State and University technical, procurement and financial members participated in the RFP development, evaluation, and contract award recommendations for each project. Additionally, the posting of Form 470 bids and evaluation process exceeded requirements of the School and Libraries Division (SLD) of the Universal Service Administrative Company (USAC). Therefore, the competitive negotiation RFP process employed by MiCTA eliminates the need for Member institutions to rebid the e-ratable products and services offered under the resulting USF agreements. MiCTA agreements are valid for USF funding throughout the United States, and represent great value for the entire MiCTA membership. Not all products and services covered under these RFP’s are e-rate eligible; therefore, each institution is responsible for verifying product and service eligibility prior to submitting their USF forms. Vendor program data, including SPIN numbers and Form 471 – Block 5 field indicators, is included with each USF authorized vendor on the MiCTA Web site.
The IC RFP also solicited hardware and software Internet
Content Filtering solutions that would address
the Children’s Internet Protection Act (CIPA), which
passed in December 2000. A number of products were tested,
and a whitepaper report posted to the web site to assist
members in selecting a solution for their organization.
