E-Rate Weekly News Brief
August 17, 2007
TIP OF THE WEEK: Applicants that submit Form 486 on paper MUST use the April 2007 version of this form. Submitting your information on an earlier version will result in a significant delay because you will be asked to resubmit using the current version of the form.
Commitments for Funding Year 2007
Funding Year 2007. USAC will release FY2007 Wave 16 Funding Commitment Decision Letters (FCDLs) August 21. This wave will include commitments for approved Internal Connections and Basic Maintenance requests at 83% and above. As of August 17, FY2007 commitments total just over $1.13 billion.
On the day after the FCDLs are mailed, you can check to see if you have a commitment by using USAC’s Automated Search of Commitments tool.
Update on Form 500 Notification Letters
Applicants file Form 500, Adjustment to Funding Commitment and Modification to Receipt of Service Confirmation, to request one or more of the following changes to a Funding Request Number (FRN):
USAC reviews each Form 500 to make sure the request does not violate program rules. For example, if USAC reset your service start date because your technology plan was approved after the service start date you reported on your Form 486, you cannot use a Form 500 to reset the service start date to a date earlier than the date your plan was approved.
Once USAC has reviewed your request, USAC then issues a Form 500 Notification Letter to both the applicant and the service provider informing them of its decision.
In the past, USAC issued a letter to the service provider in all cases, but issued a letter to the applicant only if the funding associated with the FRN was reduced or canceled. Starting this week, USAC will issue a Form 500 Notification Letter to both the applicant and service provider in all cases. The applicant will now always have confirmation of USAC’s decision and documentation of information that is not readily available elsewhere.
Fall Training Update
On July 23, USAC opened registration for the fall training sessions. Here are the current numbers of registrations (as of 3:00 p.m. EDT yesterday):
Once a session has reached alloted number of registrants, USAC starts a waiting list. If you find that you cannot attend a session after you have registered, please remember to cancel your registration to open a slot for someone else.
Remember also that registering with USAC for the training does not automatically reserve a hotel room. You must follow the hotel reservation instructions linked to the training session you want to attend in order to make a hotel reservation at the conference room rate. Note that hotel registrations made after the "Hotel Cutoff Date" shown above will not be guaranteed the negotiated room rate.
If you have questions, you can direct them to usactraining@usac.org or call: 410-757-0905.
Correction
The August 10 News Brief gave the deadline for invoicing USAC for FY2006 recurring services as October 29, 2006. The correct date is October 29, 2007.
