(5/13/05) MiCTA plans to initiate a new RFP for eLMS and related products and services. MiCTA, SREB and MHEC will be the primary sponsors of this initiative. Currently the ATAlliance has three vendors in its eLMS Program: Desire2Learn (endorsed), WebCT (approved), and Blackboard (approved). These contracts were established with three-year terms that expire in spring 2006.
We anticipate this new initiative will continue existing contracts or establish new contracts with vendors. The products and services to be considered include eLMS, learning object repositories, help desk support and hosting products and services.
The ATAlliance will establish an RFP Development Committee and an Evaluation Committee with representatives from across the country. The Development Committee will create the RFP with the assistance of MSC. The Development Committee may do all of its work through teleconferences and email. The Evaluation Committee is expected to do most of its work in a several-day retreat/meeting. The Development Committee will do its work in June-July, and the evaluation retreat will probably be in mid-October. .
MiCTA is seeking candidates to be considered for participation on the Development Committee. We also are seeking your input regarding the purpose, scope, specifications, contract configurations, participation, etc. that will support drafting an initial project plan for the RFP process to address the needs of schools, colleges and state education agencies. We will be open to partners in this RFP process. For example, schools, colleges or state agencies that are ready to work with us in the RFP process in some way. This could be an "anchor tenant" (i.e., someone making a substantial, up-front commitment to purchase under the contract) or a participant in the RFP process but with separate contractual awards, etc.
